ENVIRONMENTAL ASSESSMENT
This Environmental Assessment (EA) has been prepared for the National Indian Gaming Commission (NIGC) to address the environmental effects of the approval of a gaming management contract for the La Jolla Band of Luiseño Indians (Tribe). The Tribe proposes to work with Panther Partners, LLC to construct a Class III gaming and hotel facility. The approval of a gaming management contract would constitute a major federal action as defined by the National Environmental Policy Act (NEPA) (42 U.S.C. Section 4321 et seq.). Thus, prior to making a decision on whether or not to approve the management contract, NEPA requires that environmental analysis take place to analyze the potential impacts and possible alternatives of such an action. For the purpose of this EA, the NIGC will serve as the Lead Federal Agency.
